Ms. Horner was raised in Colorado.  She earned BA in Political Science at Boston College in 1980, graduating Magna Cum Laude, and received her law degree from the University of Denver College of Law in 1983.  She is a member of the Order of St. Ives (top 10% of her law school class) and also served as Chair of the Student Honor Board. 

Ms. Horner began her practice with the Denver firm of Davis, Graham & Stubbs, LLP, in Denver, but in 1993 became a legal fellow and staff attorney for the National Wildlife Federation in Boulder, and in that capacity also served as an Adjunct Professor of Law at the Natural Resources Litigation Clinic of the University of Colorado School of Law in Boulder.  She has authored numerous publications pertaining to wildlife law, environmental law, natural resources, and public lands, and is a sought after speaker on those topics. 

Also an accomplished litigator, in 2001 Ms. Horner was a finalist for the Colorado Trial Lawyers Association Case of the Year Award.  Ms. Horner is a member of the Colorado Bar Association, the CBA Professionalism Committee, the Taxation and Estates Section, the Natural Resources Section, and the Boulder County Bar Association.  She is also a member of the Board of Directors of the Humane Society of Boulder Valley and of the Cherubim Foundation.
